Also you need to consult a clinic as some will not offer hair removal around the eyes with a laser and will suggest other ways of removing the hair such as waxing or threading, or electrolysis.

Ensuring Safety for the Eyes
If you are sure you want the procedure and the clinic is willing to carry it out, make sure that you choose a highly experienced practitioner. Understand how long they will be exposing your skin to the light, and how much energy the laser emits. It is important also that you wear the correct eye safety equipment.
